Hiring of “Metering Technology and Meters, Communication Technology and Infrastructure Data Acquisition Processing. Management (DAPM) & Billing infrastructure” Expert for Smart Metering Project Under World Bank’s Financing

This EOI follows the General Procurement Notice which was published in UNDB on January 12, 2007 (WB243-695).

Lahore Electric Supply Company (LESCO) under the Electricity Distribution & Transmission improvement project (EDIPT) Energy Efficiency Component has arranged financing from World Bank for the Advanced Metering infrastructure (AMI) Smart Metering mid scale project. Therefore the Individual Consultant(IC) will be required to help LESCO in designing, evaluating and assisting in successful implementation of the project. The expert is envisaged to have experience in metering. Communications, data acquisition processing, processing, management and billing infrastructure, with regards to smart metering.

the Broad List of tasks include, review of the specifications of smart Meters/AMI, develop evaluation criteria, develop formals and participate in evaluation of bids received, supervise the manufacturing, supply, installation and commissioning, monitor and evaluate the project, transfer the knowledge regarding smart metering to LESCOs Team.

this assignment is expected to be completed in 28 weeks form the expected inception date i.e start of November, 2011. this 28 weeks will be spread over the entire project life cycle in different intervals that may range from 12 to 15 months. The Client will provide data & information needed for carrying out the assignment. Moreover, office space will also be provided by the client.
Accountant will be selected in accordance with the procedures set out in section V. of the World Bank’s Guidelines: Selection and Employment of Consultant by Bank Borrower, May 2004, revised October 1, 2006.
